Abstract. 

For the purpose of unified formalized representation and formal apparatus extension of the theory of regional security, a systematic analysis of known formal models and metrics for assessing the resilience of critical infrastructures is carried out. The examined models and metrics refer to the formal framework for simulation and automation of risk and comprehensive security management processes in regional socio-economic systems. The distinctive features of these models are discussed. A general description of quantitative and qualitative approaches to assessing the resilience of organizational and technical systems is given. A conceptual model of the regional critical infrastructure resilience has been developed. The application of proposed mathematical apparatus and formal models of the regional critical infrastructure resilience allows us to study and evaluate the dynamic characteristics of the functioning and development of regional socio-economic systems on a qualitatively new plane in terms of robustness, recoverability and adaptability of its backbone critical facilities and infrastructures. That provides efficiency enhancement of the preventive look-ahead control, prognostic and health management of the element operation performance state of regional critical infrastructures to mitigate the effects of multiple hazards and maintain the required level of regional security under given conditions by means of situational centers in the region.
