Abstract.
The article presents a new paradigm for the synthesis of the hierarchical structure of management of socio-economic organizations. A structure-forming parameter – the threshold of complexity – is proposed that characterizes a person’s ability to make decisions under conditions of uncertainty in a limited time. A formal statement of the problem of synthesis of hierarchical control systems is given.
