Abstract:

The article considers the problem of improving the quality of drafting of roads development plans and the selection of design solutions. The focus is on the nature of the constraints of the information in the economic justification of the investment programs and individual projects caused by the lack of the information required to make informed decisions at the top management level and its delay at the design stage. The approaches to the development of models of the optimum choice of pre-project researches taking into account potential effects of network development schemes and project decisions improvements are explicated. The models of the estimation of potential benefits from pre-surveys on individual links of the network are considered. It formulates a new optimization problem of selecting pre-project researches in the development of a network of a given topology with endogenous choice of routes and exogenous correspondence volumes.
