Abstract. In the Kaliningrad Special Economic Zone, special emphasis is placed on the development of transport. In this article, we tried to compare the results of the functioning of road and rail transport with the increased expectations of specialists in these sectors of the economy. Based on the results of the above research it was confirmed that the specialization industries of the region are such sectors of the economy as the food industry, production of transport facilities, and other. On the basis of practical calculations and analysis of time-series indicators of road and railway modes of transport, the preferences and approaches to the forecasting of the performance indicators of modes of transport in the Kaliningrad region were substantiated based on the harmonic weights method.
