Abstract. 

The article presents the results of an analysis of existing methodological documents developed to evaluate and rank the activities of the Comprehensive plan for the modernization and expansion of the main infrastructure for the period up to 2024, developed in accordance with presidential decree No. 204 of may 7, 2018. An alternative approach to evaluating the effectiveness of network transport infrastructure development projects is proposed.
