Abstract. 

The authors continue a cycle of articles devoted to analysis of national education and its influence to social and economic development of the country. In this work stages of forming Soviet education system are regarded. It is shown that construction of education system in the Soviet Russia began just after the Great October Revolution and was aimed at illiteracy liquidation and training necessary specialists for accelerating industrialization of the country. A conclusion is made about high efficiency of the present system, though it has got some shortcomings.
