Abstract. 

The article contains the example of two oil-exporting countries, Norway and the United Arab Emirates, turning the “resource curse” into a superiority. This experience obviously could be implemented into the economy of the Russian Federation. There is a list of similar and unique factors of the state growth in each case, influenced the public administration. Moreover, the most significant reforming areas are designated.
